Management and Administration Support for the Implementation of the Low-Carbon Strategy Project

Objective

1. The purpose of this consultancy is to support the Ministry of Finance (MoF) in the implementation of the Low-carbon Strategy (LCS) Project - a collaboration between the Ministry of Finance and the UK Department for International Development (DfID).

Background

2. The LCS Project aims to support MoF in the development of an integrated low-carbon growth strategy. This strategy will consist of a set of policies plus supporting financing structures and mechanisms to scale investment in low-carbon growth, foster coherence on low-carbon development across government, promote a development focus and, eventually, enable Indonesians to achieve their climate change and development goals.

 

Activities

3.  Activities to be undertaken by the Consultant include, but are not limited to:

 

·         Drafting plans, terms of reference, contracts, progress and summary reports for project initiatives

·         Assisting project activities from the planning to the monitoring and assessment stage and coordinating these activities between implementing agents, the DFID project team, contracted service providers and other key stakeholders of the project

·         Assisting in other management-administrative processes (eg, tendering, recruitment, performance assessment, processing of payments, organising workshops, meetings and other schedules)

·         Drafting information and media material for distribution to a wider group of stakeholders

·         Facilitating meetings and discussions

·         Supervising two (2) assistant administration staff

Management arrangements

4.  The Consultant will be placed into the Ministry of Finance and hold office in the Government Investment Unit. The Consultant report to DFID's project team leader and liaise closely with designated project managers and staff in the implementing agencies.

Timing

5. The consultancy will commence in October 2010 and end in 31 March 2011 with a possibility of extension.

 

Qualifications

6.  The Consultant's qualifications should include:

·         at least a basic understanding of the policy, technical and legal issues addressed by the project

·         at least 5 years of experience in project management and administration and a proven track record in performing similar functions and roles

·         fluency in Bahasa Indonesia and English, both orally and in writing;

·         excellent communication and writing skills

·         the ability to work well within multidisciplinary teams
